The Thieves’ Guild of Founder’s Reach oversees many illegal or otherwise questionable activities in the city. Despite the name, the Guild’s members include thieves, pickpockets, smugglers, information brokers, and more. The Guild has an uneasy relationship with the Prefects. Though many Prefects would like nothing more than to shut the Guild down, the Guild provides just enough useful information to the Prefects in order to be allowed to continue to operate.
